RBI’s FERR framework is quietly raising the cost of forex hedging

The Reserve Bank’s new Foreign Exchange Risk Reserve (FERR) framework, effective for transactions from October 12, requires banks to park cash equal to 20% of the notional value of eligible rupee-linked FX derivative contracts with the RBI — where it earns no interest. It covers contracts users take to hedge current-account transactions above $2 million notional, plus banks’ own balance-sheet currency risk, and restricts rebooking of cancelled contracts. The first visible price is in the forward market: the 12-month dollar-rupee premium has climbed 102 basis points in October, from 3.36% at end-September to 4.38% on Thursday. The squeeze is sharpest on FCNR(B) deposits — banks raised a much larger-than-expected $133 billion through the RBI’s special swap window (closed a month early on August 31), but the swap covers only principal, leaving banks to hedge interest payments themselves at now-elevated cost. Consumer takeaway: hedging costs eventually flow into deposit rates on FCNR(B) accounts and import-priced goods. If you hold an FCNR(B) deposit, watch what your bank offers at renewal.

SEBI gives low-risk foreign investors an eight-year KYC cycle

SEBI has relaxed KYC norms for foreign portfolio investors: Category I FPIs from non-high-risk jurisdictions will now undergo periodic KYC review once every eight years, instead of every one or three years, and certain registration-related compliance requirements have been removed. The circular takes effect December 1, 2026, and is framed as ease-of-doing-business paperwork relief for the foreign money that underwrites Indian markets. ET LegalWorld

Consumer takeaway: this is institutional plumbing, but it matters — smoother FPI onboarding is aimed at deeper market liquidity. The eight-year gap only applies to the lowest-risk category, so the high-risk-jurisdiction scrutiny (the FPI beneficial-ownership concern SEBI has chased for years) stays in place.

UPI goes live for online bookings at Burj Khalifa and Resorts World Sentosa

Indian travellers can now pay with UPI apps to book At the Top, Burj Khalifa — the first UAE attraction to accept UPI for e-commerce, enabled by NIPL’s partnership with NEOPAY and Emaar Entertainment — and Resorts World Sentosa in Singapore (Universal Studios Singapore, the Singapore Oceanarium, Adventure Cove Waterpark) through a tie-up with FOMO Pay. The finance ministry announced both integrations went live on Friday. Economic Times · ANI

UPI is now accepted across 10 countries — Singapore, UAE, France, Mauritius, Nepal, Bhutan, Qatar, Sri Lanka, Cambodia and Greece — with Uzbekistan lined up as the 11th. Economic Times

Consumer takeaway: booking foreign attractions over UPI means no forex markup on the ticket — but check your app’s cross-border terms, and remember a foreign-issued refund would still land outside UPI.

The Competition Commission of India has approved Prosus’s $100 million (~₹1,000 crore) investment in Sachin Bansal’s Navi, via Prosus subsidiary MIH Payments Holdings BV for a minority stake — the fintech’s first external institutional raise since its 2018 founding, coming months ahead of a potential ~$2 billion IPO (the investment reportedly landed at the same valuation). Moneycontrol · FinTech Futures

Scale check: Prosus says Navi is India’s fourth-largest UPI app, processing ~$5.05 billion across 947 million transactions in July, with lending AUM of roughly ₹13,000 crore in FY26 and consolidated profitability in Q4. FinTech Futures

  • Crypto — Binance hack reaches Indian exchanges: Binance estimates the impact of Thursday’s breach — apparently via a compromised DevOps engineer’s laptop — at $6.3 billion, the largest crypto theft on record, with ~$3 billion frozen on-chain and losses to be covered by SAFU and company funds; investigators link it to a North Korean group. The India spillover: Binance is the biggest liquidity provider behind futures trading on major Indian exchanges, and CoinDCX has pushed futures into reduce-only mode (customers can’t open or add positions; deposits and withdrawals are unaffected). Binance says withdrawals will resume shortly. Moneycontrol · Open · CNBC Consumer takeaway: “an exchange account isn’t a bank account” — the one unambiguous lesson of the week. India’s own VDA rules don’t insure your coins.
  • Funding: Aside from Navi’s CCI clearance, a quiet 24 hours for fresh Indian fintech cheques; week-to-date fintech raises sit around $65 million (Oct 26–29). Silicon India
