1. RBI caps withdrawals at a Puducherry co-operative bank
Effective at close on October 21, RBI barred Puducherry Co-operative Urban Bank from lending, taking fresh deposits, incurring liabilities or making payments without written approval. Withdrawals are capped at ₹5,000 from savings, current or other accounts. The restrictions run six months, subject to review. RBI cited liquidity and unresolved supervisory concerns; the licence remains in force. Eligible depositors may claim DICGC insurance up to ₹5 lakh in the same capacity and right, after submitting willingness and completing verification. That cover is separate from funds currently available to withdraw. RBI’s order sets the terms.
2. SBI’s filing reports exposure of 3,897 customer records
In its October 21 BSE/NSE filing, SBI said an initial review of about 375,000 dark-web records identified 3,897 containing customer personal information. Fields reportedly include contact details, dates of birth, addresses, branch and CIF identifiers, and loan/lead metadata. SBI said it received alerts on October 16 from its threat-intelligence provider, the Defence Cyber Agency and CERT-In; an independent CERT-In-empanelled firm is investigating. The bank says core operations continue without material impact. The source, authenticity and scope remain unresolved. A record count is not a customer count. SBI’s filing · Inc42’s report.
3. Jio Platforms opens a ₹30,213 crore public issue
Jio Platforms’ ₹30,213 crore IPO opened October 21 and closes October 23: 27 crore fresh shares at ₹1,065–₹1,119, with no offer-for-sale. Entrackr reports ₹27,500 crore is earmarked to repay borrowings at subsidiary Reliance Jio Infocomm; the balance is for general corporate purposes. The October 19 anchor book raised ₹8,110 crore from 212 investors against bids near ₹2.5 lakh crore, over 30 times allocation. This is a public issue by a listed group, not a venture round. Debt repayment is the stated use; the IPO alone does not establish any change in consumer prices or service quality. Entrackr’s coverage.
4. Karta AI raises $3 million for BFSI customer-service automation
Karta AI raised $3 million (about ₹28 crore) in a seed round led by PeerCapital and Cedar Hill Capital, joined by Wyser VC, CDM Capital and Seedstars. Founded by former Razorpay executives, it builds voice, chat, email and WhatsApp agents for BFSI queries including failed payments, blocked cards, loans and insurance. The startup plans to spend on distribution and product development over two years; valuation was not disclosed. Inc42 reports company claims of two million monthly conversations and 70% of borrower queries resolved end-to-end; neither figure is independently validated. Karta says fraud and other high-risk cases go to human agents, and customers can request a person. That fallback matters in account servicing. Inc42’s funding report.

SEBI’s circular index had no item dated in this 24-hour window; its latest listed circular was August 28. No new NPCI/UPI operating change surfaced in indexed searches. NPCI’s press-release page could not be verified: it returned errors from the sandbox and India-vantage node, so no search result is not proof that no update exists.
