1. NPCI defers select UPI merchant charges beyond Diwali
The UPI and Services Steering Committee has postponed the planned introduction of a Merchant Discount Rate (MDR) on select person-to-merchant UPI transactions. NPCI said on October 13 that the charge would now be implemented “immediately post Diwali”, with the effective date to be notified separately. That replaces the October 15 start date; it does not cancel the proposal. CNBC-TV18 reported the announcement and quoted NPCI’s statement.
The terms need careful labeling. Earlier reports described a 0.4% fee on certain merchant payments above ₹2,000, with a ₹300 cap for transactions of ₹75,000 and above and a flat ₹5 rate for select categories. NPCI’s October 13 statement did not restate those rates, thresholds or exemptions, so they should not be treated as reconfirmed in this announcement. The announced change is the timing: eligible merchants get a temporary reprieve through the festive period, while banks and payment providers still lack a firm date for planning. Consumers are not the named fee-payers, but whether merchants absorb costs or reflect them in prices will depend on implementation and business choices; the announcement settles neither question.
2. Fintech funding grows, while deal flow narrows
A Tracxn-based report published by CNBC-TV18 on October 13 puts Indian fintech funding at $2.2 billion for January–September 2026, up 14% from $1.9 billion a year earlier. The headline masks a thinner market: reported rounds fell from 260 to 153, a 41% decline. Five rounds of at least $100 million supplied about $1.1 billion—nearly half the total. CRED’s $540 million Series H in June alone represented roughly a quarter of the capital, so it is context for the nine-month tally, not a new raise in this coverage window.
Capital also shifted toward established firms. Late-stage funding reached $1.5 billion, up from $751 million, and accounted for 67% of the total. By contrast, seed funding dropped 57% to $73.8 million across 76 rounds; early-stage Series A/B funding fell 33% to $668 million. Lending led categories at $809 million, with payments next at $776 million. The split suggests stronger cheque sizes at the top, not a broad-based revival in access to capital for new companies. These are sector funding totals, not company valuations; the report does not give a single market-wide valuation figure.
Regulatory scan
No new RBI circular or SEBI fintech-facing action was verified in the 24-hour window. SEBI’s official circulars list currently shows October 7 as its newest circular date, outside this brief’s window. The searches across Inc42 and Entrackr did not surface a confirmed fintech round announced in the same period; the Tracxn figures above are a newly reported nine-month snapshot, not a one-day funding total.
Cashless Watch Reco
Watch for NPCI’s revised MDR date and a formal restatement of the fee schedule. For startup health, track round count and seed activity alongside headline dollars: this week’s fresh report shows how a few mega-rounds can lift aggregate funding while most of the deal funnel contracts.
