Fintech Brief — October 10, 2026

Today’s Top Stories

  1. RBI tightens rules for INR-linked foreign-exchange derivatives, including a new cash reserve for some hedges.
  2. RBI opens a dedicated dollar-supply window for three public-sector oil marketers.
  3. UPI MDR uncertainty deepens after NPCI’s steering committee meeting fails to take place.

Coverage note: This morning’s scan covers developments around October 9–10. RBI’s two new FX circulars and oil-company window are dated October 10; RBI pages do not show intraday publication times. SEBI’s circular index had no entry dated October 9 or 10, and no verifiable Indian fintech funding round surfaced in the monitored coverage during this scan.

1. RBI sharply narrows room for unsubstantiated FX positions

Two RBI directions dated October 10 change how authorised dealers (ADs) and their clients can use INR-linked foreign-exchange derivatives. The most visible change is a reduction from USD 100 million to USD 5 million in the threshold for positions that can be taken without establishing an underlying exposure. The USD 5 million limit applies across all ADs for hedging contracted exposures, and the corresponding no-underlying threshold for INR currency-derivative positions is also USD 5 million across recognised exchanges. These are aggregate limits, not a fresh allowance at every bank or exchange.

The directions also bar an AD from allowing a user to rebook an INR-linked derivative that was cancelled with any AD after the directions take effect. Rolling over a contract at maturity remains allowed under existing rules. For a contracted hedge, clients must give an undertaking that the same exposure has not also been hedged elsewhere; ADs must keep the supporting records for at least two years.

A separate Foreign Exchange Risk Reserve (FERR) applies when an INR-linked derivative has notional value above USD 2 million and is used to hedge a current-account transaction in which the client buys foreign currency against rupees. The AD—not the customer—must place cash with RBI equal to 20% of the contract’s INR-equivalent notional and maintain it until the contract ends. This is not a new 20% charge on every importer or fintech. But the reserve ties up dealer liquidity; whether that changes the price or availability of particular hedges is a commercial consequence to watch, not something the circular promises. 2. RBI creates a dollar channel for three oil companies

RBI will meet the full daily dollar requirements of Indian Oil Corporation, Hindustan Petroleum and Bharat Petroleum by selling US dollars through designated banks. The facility starts October 12 and continues until further notice. RBI has not disclosed a volume cap in the announcement. The scope is narrow: it is a special route for these three public-sector oil marketers, not a general dollar window for importers, payment firms or consumers. Cross-border fintechs should not read it as a change to their own access to foreign exchange. (RBI press release)

3. UPI MDR date remains live; no NPCI decision yet

NPCI’s published framework schedules a 0.4% merchant discount rate on specified person-to-merchant UPI payments above ₹2,000 from October 15. MDR is charged to the merchant for payment processing; it is not, by itself, a customer surcharge. Moneycontrol reported on October 9 that the UPI Steering Committee meeting expected to decide on a proposed deferment did not take place. Its evening update said NPCI had made no decision and gave no new meeting date. A delay to January 2027 remains a proposal reported by the outlet—not an announced policy change. Merchants and payment providers should therefore plan against October 15 unless NPCI formally revises the framework. (Moneycontrol, October 9; NPCI’s MDR FAQ)

Regulatory and funding watch

SEBI’s official index showed its latest entry dated October 8, a settlement-regulations item; no newer circular appeared in this scan. No source-confirmed Indian fintech funding deal was found for the period, so there is no amount or valuation to report. (SEBI circular index)
