Coverage window: 8:00 AM IST, October 4 to 8:00 AM IST, October 5. The weekend produced few new regulatory notices or disclosed fintech funding rounds; today’s signal is chiefly about implementation and what comes next.

1. SEBI’s investor-awareness campaign starts on broker websites

SEBI’s October 1 Project Jagrook circular enters its first implementation phase today. From October 5 through October 31, stock brokers must display SEBI’s investor-awareness messages and existing risk disclosures on their websites. The app requirement is softer for now: brokers may display the messages voluntarily, and risk disclosures are optional on any day they choose to show them. From November 1, messages must appear on broker website landing pages; broker apps must show both the messages and risk disclosures on alternate days, also on their landing pages.

That distinction matters. This is not a new investment warning or a change to product risk rules; it is a new placement and visibility requirement for material brokers already have to provide. The useful test will be whether messages are readable before an investor places an order, rather than technically present in a hard-to-find corner. Investors who cannot locate risk disclosures can now compare what their broker displays against the phased schedule in SEBI’s circular.

2. RBI policy meeting begins; rate decision is due Wednesday

The RBI’s six-member Monetary Policy Committee starts a three-day meeting today, with its decision scheduled for October 7, according to Mint’s October 4 preview. Economists quoted in recent coverage have shifted toward expecting a 25-basis-point increase as crude prices and inflation risks rise. That remains a forecast, not an RBI signal or decision; the committee must weigh price stability against growth and financing conditions.

For fintech, the practical watch is the cost and availability of credit. A policy-rate change can feed into lenders’ funding costs and benchmark-linked borrowing, but it does not mean every digital-loan APR changes immediately or by the same amount. The RBI’s official circular index showed no new fintech-specific circular in this scan. Treat Wednesday’s statement—not rate-hike speculation—as the policy event.

3. UPI MDR debate shifts from protest risk to possible user switching

A Businessworld report dated October 4 says UPI’s transaction value could fall about 10% and volume about 4% after the 0.4% merchant discount rate takes effect on October 15 for specified person-to-merchant payments above ₹2,000. It cites a LocalCircles consumer survey released October 2: 76% of respondents said they could move larger payments to cash, cards or bank transfers if a merchant passed on the charge; 14% said they would continue with UPI and bear it. These are survey responses and projections, not observed post-MDR behaviour.

The NPCI MDR FAQ describes the merchant-side framework. The consumer question is whether shops absorb the fee or recover it through prices—and whether alternative rails become more attractive for larger purchases. The report’s estimate should be read as a warning scenario, not a settled forecast: the article does not establish that all merchants will pass the charge on, and actual switching will only be measurable after rollout.

4. Ola Electric’s rights issue is a capital-market move, not a fintech VC round

On Sunday, Entrackr reported that Ola Electric promoter Bhavish Aggarwal pledged a 4.32% stake to fund his subscription to the company’s upcoming rights issue. The board approved an issue of up to ₹1,000 crore on September 28. The filing says no shares are being sold, and neither the amount Aggarwal is borrowing against the pledge nor his intended subscription amount has been disclosed. No valuation was reported for this transaction.

This is a listed EV company’s shareholder financing—not a fresh venture round and not a fintech deal. It is still a useful funding signal: existing shareholders are being asked to supply capital as the company shores up its balance sheet. No new fintech-specific equity raise surfaced in this 24-hour scan. NPCI’s newsroom is a JavaScript-only page in text retrieval, so its lack of a dated announcement here is not proof that none was posted.
