Fintech Brief — October 01, 2026
Today’s Top Stories
1. Traders call off ‘No UPI Day’ after meeting Sitharaman — but October 15 stands
The merchant revolt against UPI’s new Merchant Discount Rate has blinked first — for now. Leading traders’ bodies withdrew their call to observe October 2 as ‘No UPI Day’ after a meeting with Finance Minister Nirmala Sitharaman on Wednesday, days after AIM — the All India Mobile Retailers Association — had urged policymakers and NPCI to scrap the 0.4% MDR on larger UPI merchant payments. The legal route is exhausted too: the Supreme Court declined to stay the framework on September 28 in Anjan Datta v. Union of India, leaving the October 15 start date intact. The scale of what’s actually being charged matters: NPCI says payments of ₹2,000 and under — more than 95% of UPI merchant transaction volume — stay free, merchants with up to ₹1 lakh a month in receipts owe nothing, and the fee cannot be passed to the customer. What the protests actually changed is unclear — no rollback was announced after the meeting — but Business Standard reports UPI usage has held steady through September despite the backlash. Consumer take: your P2P transfers and small-ticket payments stay free, but the 0.4% fee on planned purchases — appliances, electronics, fees, travel — is capped at ₹300 per transaction from October 15, and the real watch-item is whether any of it migrates into sticker prices despite the pass-through ban.
2. Moneyview lists today after a 101.87x rush; StockGro’s parent takes the confidential IPO route
A fintech listing day and an IPO filing in the same news cycle. Moneyview’s ₹1,092-crore IPO closed subscribed 101.87x overall — QIBs at 230.54x, NIIs at 120.37x, retail at 20.41x — and the stock lists on NSE and BSE today, after the issue priced at ₹32–34 a share and finished at 98.46x when subscriptions closed. Meanwhile AssetGro Fintech, parent of stock research platform StockGro, has filed confidential pre-filed IPO papers with SEBI to raise ₹2,000–2,500 crore — a fresh issue of about ₹800 crore plus an offer for sale, with the pre-filed DRHP submitted on September 26. The confidential route keeps draft offer documents out of public view until SEBI’s review advances — a growing habit among Indian issuers. Consumer note: StockGro sells stock advice and trade ideas from SEBI-registered analysts to retail users; when the draft goes public, the disclosures worth reading are revenue mix (advisory subscriptions vs. anything else) and what the OFS sellers are cashing out.
3. October 1 arrives: RBI’s bulk-FD transparency is live, but international card reporting is a grey area
Two RBI changes kicked in today. The clean one: banks must now disclose bulk fixed-deposit rates — deposits of ₹3 crore and above — on their websites daily by 10 am, announced in advance, with identical rates for similar bulk deposits; the rule covers commercial banks, small finance banks, RRBs, payment banks and urban co-operative banks. Retail depositors are untouched — this is about pricing discipline on large institutional money. The messy one: new reporting requirements for international credit card transactions take effect October 1, but the framework doesn’t clearly say how individuals are supposed to report routine foreign spends — subscriptions to Claude, The New Yorker or Bandcamp could land in a compliance grey zone since card spends fall under the Liberalised Remittance Scheme’s reporting ambit. Until the banks and the regulator clear the air, the practical advice is mundane: October’s other changes — SBI’s free ATM limit dropping to five for salary accounts, revised NPS charges, LPG Aadhaar-KYC — are the ones with unambiguous mechanics, and nobody should panic-pre-report a $20 subscription.
Also on the radar: Bharat Housing Network raised $5 million from Symbiotics to expand green financing across solar, electric mobility and clean-tech MSMEs; CoinSwitch swung to adjusted-EBITDA profitability in FY26 with revenue up 150% to ₹324 crore; Peak XV’s 12th Surge cohort selected 18 startups across AI, robotics, space and fintech — each getting up to $5 million; and A-One Steels India, also listing today, ended its IPO at 12.23x.
