Today’s Top Stories

1. Petrol pumps threaten a UPI blackout above ₹2,000 — the MDR fight gets concrete

The first organised merchant revolt against the 0.4% UPI merchant fee is here. The Madhya Pradesh Petroleum Dealers Association has announced its members will stop accepting UPI payments above ₹2,000 from October 16, citing thin margins: the association estimates the fee adds ~₹590 a day (with GST) per pump — about ₹17,400 a month — across its 4,700 members, or roughly ₹8.17 crore a year statewide. Dealers in Mumbai have issued a similar warning for October 15, and Ghaziabad traders are already displaying cash-only notices as protest.

This is the consumer-relevant stress test of the new fee: fuel is a high-value, low-margin everyday purchase, exactly the transaction profile the ₹2,000 threshold captures. A pump that simply switches off large UPI payments pushes customers to cards (which carry their own interchange), cash, or the queue at the ATM. Regulators’ line remains that merchants cannot pass MDR to customers — but “UPI not accepted above ₹2,000” is a quieter way to make the customer pay anyway. Watch for whether fuel retailers win an exemption; the government has already carved out person-to-person and sub-₹2,000 payments, and the Centre’s September 14 gazette notification already bars banks from imposing any direct or indirect charge on UPI payments up to ₹2,000 and RuPay debit card payments.

2. RBI vacuums up ₹2.23 lakh crore as liquidity surplus swells

The Reserve Bank on Friday absorbed ₹2,22,629 crore through a variable rate reverse repo auction — nearly the full notified ₹2.25 lakh crore — at a weighted average rate of 5.24%, as banking system surplus liquidity stood at ~₹6.94 lakh crore. The surplus traces largely to the FCNR(B) dollar-deposit mobilisation drive (whose RBI swaps released rupee liquidity) plus month-end government spending; India’s forex reserves have meanwhile climbed to a record $785.71 billion. Two further G-sec issuances of ₹25,000 crore each are slated for September 21 and 28.

Why a payments newsletter cares: this is the plumbing that keeps a payment system cheap and stable. A swollen surplus is good news for borrowers and deposit rates, but the RBI now has to drain durably — and every basis point of that drain eventually prices the credit that sits behind BNPL, credit-on-UPI and merchant lending.

3. SEBI clears Kuku FM’s IPO path — creator-economy audio heads to the market

SEBI has approved the proposed IPO of Kuku Technologies, the parent of audio-and-microdrama platform Kuku FM, which plans a ₹2,500–3,500 crore issue to fund technology, content and expansion. Kuku competes with Pocket FM and Flick TV in audio series and microdramas — a subscription business built substantially on UPI micro-payments from tier-2/3 users, so its listing will be one of the first public-market tests of whether small-ticket digital subscriptions can carry a listed company.

4. Funding desk: the slowest week in two months

Startup funding fell 82% week-on-week to $61.8 million across 17 deals, per Entrackr’s tally, against an eight-week average of ~$219.6 million. The fintech footnote worth reading: lending platform Kissht’s parent OnEMI got board approval for a ₹832.2 crore preferential issue — 2.64 crore shares at ₹314.11 apiece to 34 non-promoter investors including HDFC MF, Axis MF, MIT, WhiteOak and Groww MF, with an EGM set for October 14. Domestic institutional capital is stepping in even as venture checks shrink. Digital-gold plays stayed in the news too, as regulators move to formalise that category.
