This week’s Developer & Technical theme lands at a pivotal moment. India’s fintech infrastructure is being simultaneously rebuilt from the bottom up (AI foundation models, API governance) and debated at the top (MDR legislation, orchestration wars). Here are the five stories that matter.
1. Razorpay Vulcan: India’s First AI Foundation Model for Payments
On August 18, Razorpay launched Vulcan — a transformer-based AI foundation model trained specifically on payments data. Built with NVIDIA’s accelerated computing and AWS cloud infrastructure, Vulcan was trained on nearly 3 trillion data points across 4 billion payments processed on Razorpay’s platform.
The technical thesis is straightforward: instead of running separate ML models for routing, fraud detection, risk assessment, and checkout personalisation, Vulcan provides a single unified intelligence layer. Initial rollouts have reportedly improved payment success rates and fraud identification accuracy.
Razorpay plans to extend Vulcan to authentication decisions and lending over time. The company frames this as groundwork for India’s projected $350 billion e-commerce market by 2030.
Why it matters for developers: This is a meaningful architectural shift. If Vulcan delivers on its promise, payment integration becomes simpler — developers consume one optimised API rather than tuning multiple decision engines. But it also deepens Razorpay’s data moat: the model improves with every transaction, creating a flywheel that smaller gateways can’t easily replicate. Vertical AI models for regulated domains are an emerging pattern globally, and Vulcan is India’s most ambitious entry.
2. Parliament Amends Section 10A: UPI MDR Legal Gate Opens
On August 10, Parliament cleared the Taxation and Other Laws (Amendment) Bill, 2026, which amends Section 10A of the Payment and Settlement Systems Act, 2007. The amendment removes the statutory prohibition against levying a Merchant Discount Rate (MDR) on UPI and RuPay debit card transactions.
Since January 2020, Section 10A made zero-MDR a legal mandate. That ban is now lifted — though the government has signalled that P2P and small merchant transactions will remain free. The actual MDR structure will be determined by RBI/NPCI implementation.
Why it matters for developers: MDR is the hidden API contract of payments. When MDR is zero, gateway pricing is compressed and routing optimisation matters less. When MDR returns, every basis point matters — developers building payment flows will need smarter routing logic, cost-aware checkout defaults, and MDR-aware reconciliation. This is a foundational change to the economics that underpin every razorpay.order.create() or cashfree.createOrder() call. Bloomberg Opinion argued this week for a modest 0.5% on large commercial platforms while keeping P2P and small merchants free.
3. GitHub’s 8-Hour Global Outage Hits Indian Fintech DevOps
On August 17, GitHub suffered a widespread outage lasting nearly 8 hours (13:28–21:15 UTC). Error rates hit ~20% for web and API traffic, and ~50% for archive and raw-content downloads. GitHub Actions, Webhooks, Issues, Pull Requests, and Copilot were all degraded. SAML/OIDC authentication and SCIM provisioning were also affected.
For India’s fintech developers, this was a Monday-morning gut punch. Indian teams — who make up the world’s second-largest GitHub developer base at 17 million — found CI/CD pipelines stalled, deployments blocked, and merge workflows broken. The 50% failure rate on raw.githubusercontent.com specifically hit Docker builds and installation scripts that fetch source assets during pipeline execution.
This was reportedly the 13th GitHub incident in 17 days of August. For fintech teams where deployment reliability is non-negotiable — payment gateway updates, compliance patches, fraud rule changes — the clustering of outages raises hard questions about single-platform dependency. The incident underscores the need for multi-repo mirroring, self-hosted CI fallbacks, and vendor-agnostic deployment pipelines.
4. Navi Raises $100M from Prosus: Scaling Tech for a $300M IPO
Sachin Bansal’s Navi secured $100 million from Prosus on August 19 — its first institutional funding round in eight years. The investment values Navi at approximately $1.3 billion and is explicitly a pre-IPO strategic round, with Navi reportedly targeting a $300 million IPO.
Navi Finserv’s AUM crossed ₹13,000 crore in FY26, and the group reported consolidated profitability in Q4 FY26. Navi UPI holds position as India’s fourth-largest UPI app. The round is subject to CCI approval.
Why it matters for developers: Navi has been an outlier — bootstrapped for most of its life by Bansal’s personal capital. This capital injection signals a shift to institutional-grade infrastructure: expect heavier investment in API reliability, real-time risk engines, and scalable lending architecture. For the broader developer ecosystem, Navi’s IPO will be a bellwether for India’s fintech public markets after a dry spell. The tech stack decisions Navi makes with this capital will influence hiring patterns and engineering culture across the sector.
5. The Orchestration Wars: Razorpay and Cashfree Exit Juspay
Razorpay and Cashfree confirmed this week they are severing integrations with third-party payment orchestration platforms, specifically targeting Juspay. This follows PhonePe’s similar move in December 2024. Merchants have been given until March 31 to migrate to direct integrations.
Juspay — which reported ₹319 crore operational revenue in FY24 with 88% from payment platform integration — pushed back, stating it is a Technology Service Provider, not a payments intermediary. Pine Labs, notably, broke ranks and said it will continue working with orchestration platforms.
Why it matters for developers: This is the most consequential architectural decision in Indian payments this year. Payment orchestration layers (Juspay’s HyperSDK, Express Checkout) abstract away the complexity of multi-gateway routing, reconciliation, and failover. When the top three PAs (PhonePe, Razorpay, Cashfree) all mandate direct integration, they’re not just cutting out a middleman — they’re forcing merchants into walled gardens where each PA controls the full stack from checkout to settlement.
For developers, this means: (a) more integration work if you previously used Juspay as a single abstraction layer, (b) reduced routing flexibility, since smart multi-PA routing was the core value proposition of orchestration, and (c) a strategic choice about whether to build your own routing layer or accept dependency on one PA. The competition concern is real — smaller UPI apps have already complained to NPCI that UPI Meta (NPCI’s upcoming tokenisation layer) will entrench the PhonePe-GPay duopoly. The orchestration exodus makes that entrenchment worse.

Infrastructure reliability is the new feature. GitHub’s 13 incidents in 17 days, and the 8-hour outage on August 17, exposed the fragility of depending on a single platform for code hosting, CI/CD, and AI-assisted development. For fintech teams — where a blocked deployment can mean a compliance gap or a fraud rule not going live — this isn’t just an inconvenience. Indian fintech’s engineering culture, which has largely standardised on GitHub Actions, needs to seriously evaluate multi-platform CI/CD strategies. The parallel NPCI move to tighten UPI API rate limits (50 balance enquiries/day, 3 status checks/transaction with 90-second intervals under OC-215/2025-26) reflects the same theme at the protocol layer: resilience through controlled access.
Walled gardens are replacing open ecosystems. The orchestration exodus (Juspay), combined with the UPI Meta debate and MDR liberalisation, points to a payments landscape that is becoming less composable and more vertically integrated. For the thousands of Indian developers who built merchant checkout flows on top of Juspay’s abstraction layer, the next six months will involve painful re-integration work. The strategic question is whether NPCI — which has signalled concern about duopoly risks — will intervene to preserve composability, or whether the market will consolidate around a few full-stack platforms.
India’s fintech developer ecosystem is maturing fast, but maturity here doesn’t mean more openness. It means more powerful but more controlled platforms. The developer who thrives in 2027 will be the one who understands both the AI models making decisions inside their payment APIs and the regulatory architecture shaping those APIs from outside.
NPCI UPI API Governance Tightens in Parallel
NPCI continues tightening UPI API operational guidelines. Under circular OC-215/2025-26, banks and PSPs face enforced rate limits: 50 balance enquiries and 25 account-list retrievals per app per rolling 24-hour period, and 3 status checks per transaction with mandatory 90-second intervals. For developers, lazy polling patterns will break — expect more webhook and event-driven architectures to replace polling.
