RBI Proposes Harmonised Interest Rate Framework: Quarterly Resets, Borrower Consent Mandatory
The Reserve Bank of India has released draft directions that would require banks and NBFCs to reset floating-rate loan benchmarks at least once every three months — a significant compression from the current cycle where borrowers can wait years for rate adjustments to reflect policy changes.
The proposed RBI (Interest Rates on Loans and Advances) Directions, 2026, slated to take effect from April 1, 2027, would also mandate borrower consent before any benchmark switch and prohibit changes that disadvantage the borrower. A one-time migration of existing loans to the new framework by April 1, 2029 is proposed, with explicit safeguards: no rate increase at the point of migration and no migration charges.
This is the most consequential consumer-facing lending reform since the 2016 external benchmark mandate. By forcing quarterly resets, the RBI is effectively ensuring that repo rate movements transmit to EMIs within 90 days — closing the notorious lag where banks were quick to pass on rate hikes but sluggish with cuts. Separately, the RBI also released draft directions on a revised leverage ratio framework and a revised Credit Valuation Adjustment (CVA) framework for commercial banks, both proposed from April 2027.
UPI Closes FY26 at 24,161 Crore Transactions, 49% of Global Real-Time Payments
NPCI’s full-year figures for FY 2025-26 confirm what monthly data had been signalling: UPI processed a record 24,161.69 crore transactions worth ₹314.23 lakh crore. Volume has grown more than fivefold from FY22’s 4,595.61 crore transactions.
July 2026 alone saw 23.66 billion transactions worth ₹29.88 lakh crore — a 4.1% month-on-month increase. UPI now accounts for approximately 49% of all real-time payment transactions globally and roughly 85% of India’s total digital payment volume by transaction count. Over 700 banks are now connected to the network.
The data, cited in a parliamentary reply and widely reported this week, underscores UPI’s entrenchment as infrastructure rather than product. The declining average ticket size suggests deeper adoption for micro-transactions, not just high-value use cases.

For consumers, the near-term implication is faster loan processing and potentially more responsive customer service. The longer-term question — around accountability, bias, and regulatory oversight of autonomous financial decision-making — remains open.
