This week’s deep dive focuses on India’s accelerating push to make UPI a global payment standard, landmark banking partnerships for real-time forex settlement, fintech cross-border expansion strategies, and the Seychelles’ upcoming UPI rollout. The seven days from June 25 to July 2, 2026 have been arguably the most consequential for India’s international digital payments story this year.


1. UPI Goes Live in Greece — India’s Digital Payment Network Reaches 10 Countries

Date: June 30, 2026

India’s Unified Payments Interface (UPI) has officially gone live in Greece, becoming the 10th country to adopt India’s digital payment system. Commerce and Industry Minister Piyush Goyal announced the launch after witnessing a live demonstration of UPI transactions at Eurobank’s headquarters in Athens, alongside Eurobank CEO Fokion Karavias and Fairfax Digital Services CEO Sanjay Tugnait 12.

The rollout was enabled through a partnership between Eurobank and NPCI International Payments Limited (NIPL). Under this collaboration, eligible users — primarily Indian travellers — can now make instant, secure, and low-cost digital payments at participating merchants across Greece using their existing UPI apps 23.

Eurobank also launched a UPI-based remittance service for cross-border transfers from Greece to India, going beyond merchant payments to enable person-to-person remittances as well. This dual capability — merchant payments and remittances — marks a deeper integration than some earlier UPI international launches, which focused primarily on tourist-facing merchant acceptance 4.

Why It Matters

The Greece launch is significant on multiple levels:

  • European beachhead: Greece becomes the second European country after France to adopt UPI, extending India’s digital payment network into southeastern Europe. This follows the earlier expansion of UPI acceptance at Galeries Lafayette in Nice, France, after its initial launch at the Eiffel Tower in Paris 13.

  • Tourism corridor: Greece is a major tourist destination for Indians, and UPI acceptance eliminates the need for travellers to carry cash or rely on expensive international card transactions. The reduced transaction costs compared with conventional cross-border payment methods make it a practical upgrade for both tourists and merchants 3.

  • Trust signal from a global bank: Eurobank is one of Greece’s four systemic banks. The partnership signals that established European financial institutions see commercial value in integrating with India’s payment infrastructure, not just diplomatic goodwill 4.

Goyal framed the launch as a reflection of growing international confidence in India’s technology-driven digital public infrastructure and its ability to deliver efficient payment solutions beyond domestic borders 2.


2. NPCI Teams Up with HSBC India and J.P. Morgan for Real-Time Forex Settlement on UPI

Date: July 1, 2026

In a move that addresses one of the biggest pain points in using UPI internationally, the National Payments Corporation of India (NPCI) announced separate strategic partnerships with HSBC India and J.P. Morgan Payments to provide real-time foreign exchange (FX) settlement for cross-border UPI transactions 567.

How It Works

Under the partnerships, HSBC India and J.P. Morgan Payments will serve as banking partners, providing real-time FX rates via direct API integration with NPCI’s UPI infrastructure. This means that when an Indian user makes a UPI payment at a merchant abroad, they will see the exact INR amount they will be charged before authorising the transaction — no more opaque conversion charges or post-transaction surprises 56.

The collaboration with J.P. Morgan Payments combines NPCI’s UPI infrastructure with the bank’s foreign exchange and API capabilities, enabling end-to-end FX with secure, real-time conversion and settlement across multiple currencies 8.

Why This Is a Game-Changer

The forex problem has been the Achilles’ heel of UPI’s international expansion. Until now, users making UPI payments abroad faced:

  • Opaque pricing: No visibility into the exchange rate applied at the point of transaction
  • Hidden markups: Banks and intermediaries could layer on charges without the user knowing
  • Settlement delays: FX conversion could take time, creating reconciliation headaches

By integrating real-time FX pricing directly into the UPI payment flow, NPCI is addressing all three problems simultaneously. This is similar to what card networks like Visa and Mastercard have done for decades with their currency conversion displays — but for the first time, it’s being applied to an instant payment system 57.

The partnerships also signal that global tier-1 banks are now building dedicated infrastructure to support UPI’s international growth, not just participating in pilot programs. HSBC and J.P. Morgan are two of the world’s largest forex dealers, and their willingness to invest API-level integration with UPI is a strong endorsement of the network’s growth trajectory 68.

Key data point: UPI’s international transaction volume crossed the one million mark for the first time in FY26, up from 755,000 in FY25 and just 37,060 in earlier years — a 20x growth in overseas transfers 57. The FX infrastructure upgrade is clearly being built to support volumes that could soon be orders of magnitude higher.


3. Seychelles Signs UPI Deployment Agreement — Small Country, Big Strategic Signal

Date: June 27–29, 2026

During Prime Minister Narendra Modi’s state visit to Seychelles for the country’s Golden Jubilee National Day celebrations, India and Seychelles signed a Memorandum of Understanding between NPCI and the Central Bank of Seychelles to deploy UPI in the island nation by the end of 2026 91011.

The Seychelles announcement is part of a broader package of bilateral cooperation that included:

  • A ₹1,250 crore umbrella line of credit agreement from India Exim Bank to support development projects in Seychelles
  • An extradition treaty to combat crime
  • Expanded cooperation in maritime security, blue economy, and space exploration 10

The Strategic Playbook

Seychelles’ decision to adopt UPI follows the same pattern as Bhutan, Nepal, and Mauritius — small nations with close ties to India choosing UPI as their national instant payment infrastructure. But the Seychelles deployment carries additional strategic weight:

  • Indian Ocean footprint: As PM Modi emphasised during the visit, the Indian Ocean is a “shared home” for both countries. Deploying India’s digital infrastructure in island nations along key maritime trade routes strengthens both economic ties and strategic presence 1011.

  • DPI as diplomatic tool: India’s approach of packaging UPI deployment with broader development finance (the ₹1,250 crore credit line) represents a maturation of the “development partnership” model — digital infrastructure is now a standard component of India’s economic diplomacy toolkit 10.

The Seychelles will become the 11th country in the UPI international network once deployed, joining Bhutan, Nepal, UAE, Singapore, France, Mauritius, Sri Lanka, Cambodia, Greece, and others 911.


4. Cashfree Payments Bets Big on Cross-Border — From 10% to 25% Revenue

Date: June 30, 2026

SBI-backed fintech Cashfree Payments laid out an ambitious roadmap to expand its cross-border business, with CEO Akash Sinha telling Reuters that the company plans to begin pilots this year for overseas investment payments, travel payments, and B2B payment services — expanding beyond its current focus on cross-border e-commerce payments 1213.

Cashfree, which holds a cross-border payments aggregator licence from the RBI, currently derives about 10% of its revenue from international transactions. Sinha expects this to grow to 25% within three to four years 1213.

What This Signals

Cashfree’s expansion plan reflects a broader shift in Indian fintech:

  • Beyond e-commerce: Cross-border payments for Indian consumers are diversifying beyond online shopping to include overseas investments (stocks, real estate), education payments, travel, and business-to-business remittances. Each vertical has distinct regulatory and operational requirements 12.

  • Trade agreement tailwinds: Sinha attributed the growth opportunity to India’s increasing integration with the global economy through trade agreements. As India signs more bilateral and multilateral trade deals, the volume of cross-border payment flows — both personal and commercial — is expected to grow substantially 1213.

  • SBI backing matters: Cashfree’s partnership with State Bank of India, the country’s largest lender, gives it credibility and distribution advantages in the cross-border space that purely venture-backed fintechs may lack 13.


5. UPI’s June 2026 Numbers — The Engine Behind the Global Push

The NPCI released UPI transaction data for June 2026, providing context for the international expansion push:

While monthly volume dipped 2.1% from May’s record (partly due to June having fewer days), the daily average of 757 million transactions was the highest ever recorded since UPI’s launch, confirming that the underlying growth trajectory remains intact 1415.

India now processes approximately 50% of the world’s real-time digital transactions, driven by 49 crore+ UPI users 16. The domestic scale is what gives NPCI the confidence and credibility to negotiate partnerships with global banks like HSBC and J.P. Morgan, and to convince sovereign nations like Greece and Seychelles to adopt UPI 516.


Analysis: The Cross-Border Playbook Is maturing

This week’s developments reveal three important trends in India’s international payments strategy:

1. From Pilots to Infrastructure

UPI’s international expansion is moving from symbolic launch events (scanning a QR code at the Eiffel Tower) to building genuine payment infrastructure — real-time FX APIs with tier-1 banks, remittance corridors with established European banks, and national payment system deployments in sovereign nations. This is the difference between a photo opportunity and a payment network.

2. The Two-Track Strategy

NPCI is pursuing two parallel tracks simultaneously: a merchant acceptance track (making UPI work for Indian tourists abroad, as in Greece and France) and a national infrastructure track (deploying UPI as a country’s payment backbone, as in Seychelles, Bhutan, and Nepal). Both tracks serve different use cases but reinforce each other — merchant acceptance builds user familiarity, while national deployments build ecosystem depth.

3. The FX Problem Is Finally Being Solved

The partnerships with HSBC and J.P. Morgan represent the most significant infrastructure investment in making UPI genuinely usable for international transactions. Without transparent, real-time FX pricing, UPI’s international expansion would remain limited to small-value tourist payments. With it, the use cases expand dramatically — larger purchases, business payments, investment flows, and remittances all become viable.

The next 12 months will be critical. If the Greece deployment gains merchant traction, if the Seychelles launch stays on schedule, and if the FX infrastructure delivers on its promise of transparency, UPI could well be on its way to becoming what the Indian government has long envisioned — a truly global digital payment standard.
